Penn Hills will be a bit spread out – therefore making it essential for riders to have a local route. In addition, there are branches of both the 77: Penn Hills, and P16: Penn Hills Flyer. All of the variations will be handled by the local, or 171N: Milltown Road. In all instances, there will be a bus stop that will be serviced by all of the Penn Hills routes. Penn Hills will be assigned the designation of 17. The routes are as follows:
- 17: Penn Hills Local
- 171E: Holiday Park
- 171N: Milltown Road
- E17: Penn Hills Flyer
- E171: Penn Hills
17: Penn Hills
The 17: Penn Hills Local will combine all of the alternate routes, and connect them together bring them to a stop that will be served by both the E17: Penn Hills Flyer, and E171: Penn Hills. If possible, the 17: Penn Hills Local will try to connect to a grocery store – therefore making it easier for riders to get the essential foods needed without having to rely on an automobile.
171E: Holiday Park
The 171E: Holiday Park might be a benefit for those that live in Holiday Park, and a disadvantage to others. The 171E: Holiday Park will operate much like the P12: Holiday Park Flyer between Wilkinsburg, and Holiday Park. There will however be a frequency of 90 minutes until after the evening rush hour. Riders needing to get to Downtown will board the E1: East Busway. Even though the 171E: Holiday Park is not a flyer, it would still serve well enough, and the time it takes to get Downtown will not change much. An advantage is riders needing to go to/from Oakland can board the 1E: East Busway – Oakland.
171N: Milltown Road
The 171N: Milltown Road will operate for the Leechburg branch of the P16L: Penn Hills Flyer. This is designed to reduce the number of confusing routes. The 171N: Milltown Road will operate much in the same way as long as there is a connection with the E17: Penn Hills Flyer, and E171: Penn Hills. The 171N: Milltown Road will also connect in Oakmont to make sure there are fewer demands of services. With that said, the 171N: Milltown Road will operate outside of rush hour services.
E17: Penn Hills Flyer
The E17: Penn Hills Flyer will replace the P16U: Penn Hills Flyer with exception of the Downtown routing that all routes entering via the East Busway will follow. Once in Penn Hills, the rider can transfer to the 17: Penn Hills Local. The Leechburg Branch will be serviced by another route to the north.
E171: Penn Hills
The E171: Penn Hills will be much in the same routing as the 77: Penn Hills, but will have some adjustments made to its Downtown routing to fall more in line with the Oakland corridor routes. The E171: Penn Hills will have to enter and exit using Bigelow Blvd, so there will need to have some flexibility in how it would serve. For Downtown, the E171: Penn Hills will use Bigelow Blvd to connect with Ross Street. From Ross Street, the E171: Penn Hills will connect with Fifth Avenue. The E171: Penn Hills will serve Fifth to Liberty, then Liberty to Seventh where the E171: Penn Hills will use to reconnect with Bigelow Blvd. Outside of Downtown, the E171: Penn Hills will serve until reaching Alcoma Apartments to where the E171: Penn Hills will terminate and loop.
